Greensboro, NC -- Greensboro's City Council posthumously honored the police department's first two African-American officers Tuesday night.Officers John Montgomery and Samuel Penn first joined the force in 1944. Their first patrols were done in plain clothes, while carrying a badge, gun and handcuffs. They were also restricted to patrolling in the sections of town with the highest populations of African-Americans. The families of Officers Montgomery and Penn received pictures of the two in their uniforms as a tribute.
